Thomas is a solicitor in the Construction Advisory & Disputes Group in Hong Kong from September 2017 onwards, with a focus on non-contentious construction and engineering matters. He specializes in drafting and negotiating engineering procurement and construction (EPC) and design build and operation (DBO) in international projects and Hong Kong domestic projects in the energy, transport and infrastructure sectors, project management matters as well as the use of the new technologies in infrastructure projects.


Thomas has written in the International Construction Law Review on the use of liquidated damages, for which his essay "Against Cavendish: Towards a Procedural Conception of the Penalty Doctrine" was awarded the Society of Construction Law Australia's Brooking Prize in 2016 for the best essay submitted in the field of construction law. He has also written for the Building Dispute Practitioners Society Newsletter on the interpretation of construction management contracts.
