A budget airline cancelled 18 flights ahead of a peak travel period. They apologized that it was due to the leaving of safety trainers, which affected its number of qualified crew members and pilots. Under Article 18(1) of Air Navigation (Hong Kong) Order 1995, no aircraft may fly unless it carries a flight crew of the number and description required by the law of the country in which it is registered.
