It was reported that NPCSC would propose a new law criminalizing disrespect for the national anthem to be inserted into Annex III to the Basic Law. National laws of the PRC are generally inapplicable in Hong Kong, except for those listed in Annex III, which are to be applied locally by way of promulgation or legislation by the Region. The laws listed in Annex III must be confined to those relating to defence, foreign affairs and other matters outside the limits of the autonomy of the Region. NPCSC may add to or delete from the list of laws in Annex III, after consulting its committee for the Basic Law of HKSAR and the HKSAR government.
