Issue: What triggered the Security Bureau to launch a pilot scheme to provide publicly-funded legal assistance to non-refoulement claimants under the USM?

Reference: The delay under the USM has been attributed to the lack of interpreters, the high number of appeals, claimants' own delay, the inability of the DLS to increase their uptake of cases and the internal policies of the Immigration Department. The Security Bureau, the Law Society and the Bar Association have been discussing a parallel scheme to the DLS for screening claims to increase uptake, but it has not come into practice to date.
