Mr Charles Ng was appointed as the Associate Director-General of Investment Promotion at InvestHK in July 2007. He heads up one of two divisions that is responsible for providing free and personalised services and support to help overseas, Mainland and Taiwanese companies to establish or expand their business presence in Hong Kong. His team is responsible for the following priority sectors: Business & Professional Services, Financial Services, Transportation, Food & Beverage, Renewable Energy & Environment, and Industrial Related Business.
Mr Ng’s division also looks after InvestHK’s corporate services. This team liaises with other Government departments and supports the department’s operations including the development and monitoring of management performance indicators, managing the InvestHK investment promotion ambassadors’ scheme, and coordinating with international schools over the availability of school places for expatriate children, etc.
In addition, Mr Ng is geographically responsible for InvestHK’s operations in the United Kingdom, Belgium, France, Germany, Italy, Nordic countries, Turkey, Korea, Australia and New Zealand.
Mr Ng also has extensive experience in the private sector, previously working for companies in the manufacturing and trading sectors, as well as for multinationals in the financial services and banking sectors in Mauritius, Canada and Hong Kong. He also has experience setting up and managing his own business and running a major international Chamber of Commerce in Hong Kong.
Mr Ng is a part-time lecturer at The University of Hong Kong’s School of Professional and Continuing Education. He speaks English, French, Cantonese, Putonghua, Hakka and Creole.
Mr Ng holds an MBA degree jointly conferred by the Northwestern University’s Kellogg School of Management (US) and The Hong Kong University of Science and Technology’s School of Business.

Wong Sau Ngan

WONG SAU NGAN is the General Counsel of the Securities Commission, Malaysia.
She oversees the work of the Commission in the areas of Primary Market regulatory policies; Advisory & Law reform policies; Legal & Administrative action policies.
Wong Sau Ngan has been personally involved in many of the Commission’s developmental initiatives including those relating to formulating and recommending policy & regulatory frameworks for fund raising in equity & bond markets, in collaboration with industry and market participants. She has also undertaken specific projects to restore market confidence after the 1997 financial crisis towards enhancing corporate governance, bond market and enforcement frameworks.
Throughout her employment with the Securities Commission, she has represented the Commission at numerous international and domestic forum and seminars and had contributed in several publications on the subject of financial laws and regulations.
Prior to joining the Securities Commission in 1993, Wong Sau Ngan was a Senior Assistant Manager with Bank Negara Malaysia with job functions ranging from advisory services, legislative drafting and policy formulation of banking law. Wong Sau Ngan obtained her degree in Law from the University of Malaya and her LLM from Harvard Law School.

Mohamed Ismail Shariff

Mohamed Ismail Shariff was called to the Malayan Bar in 1970 and to the bar of the Supreme Court of the Republic of Singapore in 1992. Mohamed Ismail has extensive experience in corporate law, having handled all types of corporate work for over 38 years. He has acted as leading counsel in landmark cases in the Malaysian courts on Islamic law as well as in commercial and company litigation. He has also appeared as leading counsel in arbitrations in construction and IT disputes.
Mohamed Ismail occupies a unique position in the Malaysian Bar with regard to Islamic banking. He is the only advocate & solicitor to have been associated with Islamic banking from its introduction in 1983 to the present day and drafted the first Islamic banking documents used by the banking industry.
He is also the only lawyer to have practised Islamic banking in all its various aspects, namely as (i) solicitor, (ii) counsel, (iii) tutor/lecturer, (iv) workshop leader in Islamic banking and finance, (v) paper writer and presenter at seminars and conferences, (vi) author of articles in learned journals, both local and international, (vi) member of steering committee/working groups on Islamic banking, (vii) advisor to other legal firms and also (viii) as a banker.
He has delivered talks and lectures on Islamic banking to High Court Judges, Sessions Court judges, Judicial officers, bankers, lawyers and university students.
He is a director of Kuwait Finance House Malaysia Berhad, the first foreign-owned Islamic bank in Malaysia. From January 2001 to January 2005 he was a Director of Bank Muamalat Malaysia Berhad, the second licensed Islamic bank in Malaysia, as a nominee of Khazanah Nasional Berhad. |

David is licensed by the American Certified Public Accountant. He began his career as a professional accountant in Toronto and in 1997, he came back to Hong Kong and specialised in tax compliance and consulting services.

- He serves an extensive number of multinational clients, including investment funds, securities companies, investment-banking houses as well as conglomerates.
- He is experienced in advising on investment and operating structures, transfer pricing, securitisation, investment fund structure, and tax due diligence.
- He maintains constant dialogues with the relevant authorities on providing a level playing field from the tax perspective for Islamic Finance in Hong Kong.

Dr. Aznan Hasan is an Assistant Professor in Islamic law and the former head of Islamic law Department, Ahmad Ibrahim Kulliyyah of Laws, International Islamic University Malaysia. He taught subjects such as Islamic Legal Theory, Islamic Commercial Law and Islamic Banking and Finance at both undergraduate and postgraduate levels.
